Columbia, Mo. Low-Income Families Receive Smartphones, Internet Through P3

The Columbia Housing Authority Board of Commissioners, along with Global Reconnect Inc. will provide low-income residents with smartphones and wireless network through a public-private partnership.

The commission decided the residents will benefit from the partnership as it provides opportunities for employment, support services and to further education. ConnectHome is an extension of the U.S. Department of Housing and Urban Development that allowed for the partnership as it works to provide internet access to low-income households across the nation.

The partnership must pay up-front for the project to receive a federal reimbursement, which is funded by federal surcharges paid by mobile device users.
