The Columbia Housing Authority Board of Commissioners, along with Global Reconnect Inc. will provide low-income residents with smartphones and wireless network through a public-private partnership.
The commission decided the residents will benefit from the partnership as it provides opportunities for employment, support services and to further education. The partnership must pay up-front for the project to receive a federal reimbursement, which is funded by federal surcharges paid by mobile device users.
