The City of Redmond, with a population of about 60,000, had more than half of its 300 employees housed in office spaces across the city, costing it more than $500,000 a year. In 2002, the city decided to centralize its workers in a new city hall.
The City of Redmond and the National Development Council, a national nonprofit founded in 1969 with a mission of increasing the flow of capital for investment in low-income communities.
The National Development Council created a special purpose entity to issue tax-exempt bonds, leased the land from the City of Redmond and worked with a developer (Wright Runstad & Co.) and architect (MulvannyG2 Architecture) to deliver the $36 million building. When the bonds were retired in 2013, the building’s ownership reverted to the city at no additional cost.
In addition to consolidating city employees under one roof, the LEED Silver-rated Redmond City Hall encourages a greater sense of community. The 107,000-square-foot building is situated on a 17-acre campus that has become a city park for community events and festivals. It has a library, and an outdoor ice rink is also planned.
