A year ago, Bossier City agreed to let Manchac Consulting Group operate its treatment plants and water and sewer lines, paying the private partner $1 million for the year.
The partnership has been so successful – saving $1.6 million in utility department operations alone – that the city council recently renewed the contract for up to five more years.
“There was some skepticism at first, but after one year it has proven to save money, which in turn is saving the citizens money,” said Pam Glorioso, Bossier City chief administrative officer. Projections show that the current revenue stream is sufficient enough that water-sewer rates will remain flat through 2021.
